This report is based on an annual municipal performance survey launched as a part of the the Territorial Collectivities Support Program (PACT). The survey, SUPERMUN (from Suivi de la Performance Municipale) includes core indicators on performance in (i) basic service delivery in health, education, water and sanitation, and civil registry; and (ii) institutional capacity of the municipal administration. As shown in the report, (i) and (ii) are highly correlated (see the graph below) in the 140 communes covered so far.
